Nah, I see no evidence of Dems' desire to do that. They DID legislate to repair and build and to fund the chips and science technology that will help push human limits. I see that NASA is funded sufficently for a return to the moon; nifty new spacesuits too.

Dems would legislate and end to all risk taking..The end of pushing our human limits to what's possible, is a future not so bright....

And any young person with a wild hair up their ass can still enlist in a service branch that will challenge them to push their human limits.

The Dems are not banning books and screaming 'woke' at everything they don't like, settling rather for embarrassing the shit out of GOPERS in their hilariously incompetent, faux grievance nurturing, hearings.
