It's been done before throughout history that a despot will murder one or two people in front of witnesses either by himself or his serfs, usually someone else does the murder and his persona of brutality is born. From then on his false brutality is used for fear and propaganda when whispering his name. The word 'brutal' is automatically passed on from media to media and of course the despot is happy with that.

In reality, the despot may never personally by his hand inflict injury, but his minions will. Over time it only grows more brutal.
