You are right in that they won't say anything at all, even if a company fully, and adequately answers their reservations.

However, companies can say things. A company can announce that it satisfied all of the SEC issues raised. It can say that they are still working with the SEC to satisfy one or more of those issues. They can come out with a detailed mia culpa if they chose.

There is no SEC regulations that I have ever seen that prevents a company from letting its shareholders know the facts once the suspension ends.
