IMO, this is Tom Krucker's decision with input from Troy Lowman. The CFO Blaise Mazzoni is tied to Ken Lowman who is related to Troy.

It would appear the inter-management squabble may indeed have been more to do with Jim's "aspiration" to try to do a merger or acquisition without raising capital through dilution verses the apparent willingness of Blaise/Troy to do so with no end in sight. “
