The government would love to treat all legacy shareholders equally badly. Unfortunately this is not possible because JPS are contractually protected against dilution. The beating therefore goes to those who are least able to defend themselves.
So why would the federal government ever want to leave the status quo and if your answer is "to make mo' money to spend on a politicians latest pet project" than wouldn't a well timed legal challenge to the NWS prevent it?
