If congress was functional - it could legislate the answer ----- for good or bad (re our equity position)

First court case (Lamberth?) was right ----- the real issue is the legislation - and as we see the actions it allows people to take and hide under

And congress does not wake up and say --- "this is not what we meant by a conservatorship" it just sits there doing nothing or worse
