Normally when highs are tested the 2nd time around they tend to dip and accumulate at higher lows then previously. More updates and confirmation of progress will shift shares moving towards more longer term holders. We just need more confirmations of progress being made. The Santa Maria water board meeting updates seem to be extremely useful with momentum.
