Could the Nov. 11 FERC extension be contributing to the delay, or is that too secondary? - just a newbie
"FERC grants extension of timeC-3,Delfin LNG LLC,Docket No. CP15-490-003. The order grants Delfin’s request for a one-year extension of time, until September 28, 2023,to construct and place into operation onshore metering, compression, and piping facilities to serve a non-jurisdictional deepwater liquefied natural gas export terminal, based on a finding that Delfin has shown good cause for the extension."
