I don't know who that guy is but he is lying on quite a few of his 'comments'. Biden refused only because the republiklans crossing to give him 'help' had rewritten the bill almost to uselessness.
So he said go pound sand. The fascist repubs like to say they offered all this help but he conveniently leaves out that what they demanded for their votes literally destroys the bill.
