I do not believe they fit the definition of corrupt --- at least not fully

I do believe - on too many occasions they reach an answer based on religion or politics or their favorite theory or the month --- and then backfill with words to suggest it was their read of the law - constitution.

Likely just as bad for the country as corrupt ----- and maybe ??? the word fits ---- but not so much in my English
