Is he mainly at Thousand Oaks for his house confinement for bail, or Westlake Village?

He is not under house confinement. At least not as part of his bail. I cannot comment on the impact of his purported ill health as I have no knowledge of such things.
But his bail conditions are in the court submissions and stipulate that he is constrained to remain within the Central District of California or the District of Columbia, with any travel outwith that region requiring permission of pretrial services.

My knowledge of the geography of that area is incomplete, but I am given to understand that both Ventura County (Thousand Oaks) and Westlake Village are in the central district of California (I am of course as always open to correction on this by those with a better knowledge of the immediate geography!) so at present Berman is pretty freely at large to travel between both locations as well at all intermediate and some extended areas, and to travel to DC for the purpose of being tried as well.
So he enjoys a fairly extensive level of freedom that is hardly debilitating.

For the time-being anyway!
