Development often gets confused with "delays" by the market. Especially when the market only wants to see profits. Which, of course, delays could provide profits for those looking for the SP to go in the negative direction.

But, even moreso, if the company FACTS are ignored, it explains why the market isn't properly valuing a company.

It is what it is.
