PURE SPECULATION. I can't be sure, dlog, but the sweetest scenario would be where management may have noticed that shorts were routinely being made at about 1.1 for every buy, and that management took advantage of that program by making transfers of shares that appeared to be buys. So shorts may have entered into 23M short sells, only to find that management has restricted all those shares they transferred back to the nominee, and those shares would come out of the float, leaving no cover for the shorts.
