With the refugee situation destined to be worse due to climate change and inequality worsening in future, no party (or idiot individual) ever will. Of course, as expected, Trump did set America back somewhat by dismantling much of the most efficient aspects of the system previous presidents had left to him. Trump most certainly only made matters worse. As he did with the defenses against communicable diseases previous presidents had left him. Defenses both domestic and overseas.
