The way that you have interpreted such regarding that $1.976 Billion agreement that was signed by the WSRC wholly owned subsidiary, Mitigation Solutions, LLC (MSL) is incorrect. I have personally confirmed this and I suggest you do a little more research to confirm what I have learned.

I have learned that this deal and news and the project is real:

I called the Santa Maria Valley Water Conservation District (SMVWCD) at 805-925-5212. The lady I spoke to confirmed that the Twitchell Dam and Reservoir project is very real. She wasn't sure of who was all involved so she told me that she would take my name and number and have someone who's over the $1.976 Billion project to give me a call.

Not long afterwards, a guy by the name of Jeff Jones called me. He said that he is the primary person and representative behind the project. He told me that he is the CEO of Mitigation Solutions, LLC (MSL) (wholly owned subsidiary of WSRC) and is the CEO of Maverick USA. After researching him, this is his profile under the LinkedIn page for him below:

He told me that he has been doing this for over 35 years. He told me that the contract was actually ready to be signed pre-COVID-19 times, but things got delayed because of COVID-19 and because he had another stroke (his second stroke). He's fine now and has recovered since then. He confirmed that the contract is very real. He said that this project have been in the works for some years now and is now finally happening. The contract is going to be put up on the WSRC website after the lawyer finish doing some things with it to clean it up. He told me that this is by far the largest project they have ever done.

He told me that WSRC/MSL is the company that has the contract with the Santa Maria Valley Water Conservation District (SMVWCD) in Santa Barbara County, CA for the mitigation of Twitchell Dam and Reservoir valued at $1.976 Billion. It's payable over the 7-to-10-year term of the project with an estimated $200 million in average annual gross revenue. He told me that WSRC/MSL is going to subcontract out some things to Global Clean Water, Inc. (GCW) through the use of using some of the GCW licensed technology. The WSRC PR above indicates that GCW will have an important part with the contract too. After doing some research, it looks like this is the same GCW that is a wholly owned subsidiary of SNMN that was believed to have $38 Million is Assets if I had to guess. This SNMN PR below indicates that GCW is a wholly owned subsidiary of SNMN which is quietly why I think SNMN has been getting a little attention over the past couple of days:
