Depending on why they got declined they can “satisfy” the questions OTCM ask them take CUB* for example was declined and got it back by fulfilling the requirements given to them and I think the difference here is now is there’s no “control dispute” which seemed present with the original submission back in summer 2021 because of Holmes and recently his email got removed from the OTCM page so we shall see
