Most likely if SIRC files a form 10 they know it will be withdrawn. It's the same reason that they have been avoiding the OTCQB. They are afraid that their quarterlies would start to be looked at more carefully. which they do not want. Also, the ones that want to pump this stock up are the ones that are buying and selling..
