Thank you for making my point. Suggesting they have moved into a flood plane, bought a new car etc warrants insurance policies etc as the risk is higher requiring insurance.

Based on the above, it would be analogous that a 14c was issued as the risk of need was greater as they look at their operational space. What else would explain why they issue a 14c, cancel a 14c, reissue a 14c etc. The risk of need was greater warranting the issuance - seems like the logical explanation to me.
