New update today on FERC's website. Interesting read, as Delfin answers to the opposition, and references the newly signed Heads of Agreement with Centrica:
"As part of the “good cause” supporting the requested extension of time, Delfin LNG
explained that it had recently entered into a binding LNG sale and purchase agreement (“SPA”)
with the Americas-based affiliate of Vitol, which is the world’s largest trader of energy. On
August 9th, Delfin announced the signing of a Heads of Agreement for Centrica plc (“Centrica”)
– a leading international energy services provider and the parent company of British Gas and
Bord Gais – to purchase 1.0 million tonnes per annum (MTPA) of LNG from the Delfin
Deepwater Port for a 15-year term. Delfin LNG attaches here, for the Commission’s
information, its joint press release with Centrica announcing this development.
Delfin LNG is actively engaged in negotiations to progress the Centrica agreement into a
final, binding SPA, as well as in advanced negotiations with additional foundation customers.
This update is offered to provide further evidence of Delfin LNG’s continuing efforts to develop
its project, as well of the project’s commercial viability."
Delfin LNG notes that certain environmental activist organizations that frequently oppose
LNG projects recently protested its request for an extension of time. Delfin LNG, of course,
disagrees with all the claims in those protests, which provide no reason not to grant the requested
extension. In recognition of the Commission’s explicit statement that no answers or responses to
protests will be considered here,2 however, Delfin is refraining from any response.
Instead, Delfin LNG simply again urges the Commission to grant the requested extension
of time for all of the reasons set forth in its July 15 filing, as supplemented and updated here.
