I wouldn't assume that for the same reason that Willy Sutton gave for robbing banks.

What it looks like to me, 'on the surface', is that the Medicare drug price negotiation component is, again, better than nothing.

And now that it is codified let the GOP try to explain to their aging constituents why it's 'bad'.
