I believe the parts garland is referring to is not time limited but is about any investigation at any time has to go through the AG and presidents get special treatments.
It doesn't appear to be just election time related any more.

But what barr created was opposite of what the doj has stated as 'non political' investigations. Barr inserted himself politically at the time and had performed some operations directly for a president. This is why numerous people had complained about barr because of his direct actions for shitsinpants. barrs inactivity is also a sign of collusion and fealty to hewhoshitsinpants.
