I like your theory. It makes sense to me. I spent a lot of time in big power plants. I did not do the controls but the controls guys came to me and asked what do you want me to make it do. The controls systems were pretty standardized and programmable. But a control system is useless without inputs. Things like pressure transmitters and temperature transmitters are off the shelf. But some of the other instrumentation is a lot more specialized. I worked on SCRs (Selective Catalytic Reduction) They remove most of the NOX from flue gas. You cannot tune the controls unless you know the exact ppm of NOX going in and coming out. There was really only one company that made good dependable real time NOX analyzers. They kind of knew they were the only ones with a good dependable product. They were based in Germany. If you needed any work or calibration done you had to fly in a technician from Germany. It might take a week to get a technician. Then he works on it for a day and decides we need parts. Then these have to come from Germany. This was an eye opening experience for me. I imagine a rotary kiln has some fairly exotic instrumentation.
