What would be the criteria for MM's to start to again using another MM quotations and research? Its being quoted by a few on the sell side, im guessing from brokers allowing it in Canada etc. When I place an order I get the piggyback ruling. So once it clears then more U.S. MMs can use the piggyback rule again itll open up?

What this means is MMs can no longer use another MMs research to piggyback and quote the stock.
