I read the link, but I'm not sure I understand. (Please pardon my ignorance on this subject)

It says that the 100 share order is a code for "I need shares"

Who would this message be directed to, and what is requested of the person the message is directed to?

If the message is "I need shares", why would they not just put in a buy order to get these shares?
