Why would Veemost submit a stock ticker change for a ticker they don't own?

If VeeMost (or any company) is coming into a shell through a merger, they generally set up a ticker and stock name change well in advance.
Example:
Still waiting for Medium stock and ticker change into Metal Arts $MTRT........

Funny how the floor for stock price of $JPEX has not changed one iota.
This should be a $0.0001 share price for all intents and purposes. Yet it isn't.
If naked shorts are covering......... why~? Opportunity to cover much lower, and if so they have an opportunity to drive it much lower, yet they haven't. Odd.
