I'll offer a 3rd consideration. Didn't pct state there would be no more announcements without contracts attached to them?

Wonder why there's no mention of any contracts. Maybe because they're FOS.

Level 1: If those 2 units "headed" to Grassy Creek was of any economic benefit, PCT would have fell all over themselves making sure everyone knew

Level 2: If those 2 units were of economic benefit to PCT, and PCT fell all over themselves making sure everyone knew... who the heck would believe them especially after all the 1m Gals Mav and 25 systems/mo UK HORSE___????
