CORRECTION: story incorrectly stated that Goshen civil rights lawyer Michael Sussman had argued before in U.S. Supreme Court that the ultra-Orthodox Jewish community of Kiryas Joel is a theocracy. Sussman tried to make that point four years ago in a federal lawsuit over polling place changes. The case made it as high as the 2nd Circuit Court of Appeals., but not the Supreme Court. Kiryas Joel’s development arm has acknowledged that it plans to request annexing land from the neighboring towns of Monroe and Woodbury, but not Blooming Grove.
