Some believe the 14c for a reverse was cancelled last time so it will be cancelled this time.

Or was the last reverse cancelled to defer until a later time which is now.

Anyone know definitely as to what prompted the last reverse cancellation - did they find funds elsewhere, decide that they could defer the reverse for a little longer, no longer needed the funds as projects weren't materializing in the timelines they projected etc.
