A problem for the ages. This theory has been around for a while:

A big problem is the amount of mental illness amongst the homeless. In NY, at least, there are insufficient mental health facilities statewide and you can't actually force someone off the street.

During diBlasio there was a big increase in homeless on the subways and train platforms which has an obvious ripple effect.
