A defacto no-fly-zone might prove better. There are longer-range missiles en route to Ukraine. They could take out planes and ground forces in Russia. I would imagine a missile hitting a Russian city might cause more Russians to take notice, at least quicker.

Will that calm the petulant beast? A defacto win? sorta..
