I don't see his line of reasoning as misrepresentation, but more of a notion that with all the capabilities of the US and nato the west is afraid to go further. On the surface one can take it that way, however it's not that simple.
I see the same kind of sentiment across the news and internet from people in the states watching all the death and destruction from the safety of their homes and screaming at the screens "What's taking the US and nato so long to take out pukein". We all see the visuals and propaganda but the average person is not in the know.
