I think Freddie knew this but when he discovered the shell, TGLO, either through search or knowing Egan somehow, he recognized that the chances of finding another such well-preserved ready to go shell was remote, so he struck. He had the carrying costs built in but maybe not to the level that it has cost due to Covid etc.
