Well first…

There is no regulatory requirement for such a “quiet period”…but some companies informally follow it.

And second…

Quiet periods associated with an s-1 “offering” (and btw this was not an IPO as the stock was already publicly traded) ENDS when the S-1 goes effective, which has already happened…so there is no longer a quiet period.
