Yes, I've seen that before, but thank you for reposting it. I'm not sure you were asking, but here's my thoughts on that:
The acquisition is off the table. They are working together but they will not become a wholly-owned subsidiary. They are both independent companies.
It truly sounds like a strategic alliance to me:
A strategic alliance is an arrangement between two companies to undertake a mutually beneficial project while each retains its independence. Two companies might decide to form a strategic alliance in order to share resources to undertake a specific, mutually beneficial project.
So Opti and WeShield forming a strategic alliance is not a "bad" thing at all in my opinion! In fact, they will BOTH most likely benefit from such an arrangement.
Time will tell.
