The term ("substantial") used in reference to the share buyback implies that there will be a noticeable difference in tradable shares once the buyback is complete.....or while it is occurring. I would have to agree with your assumption as so it seems that is what is currently occurring now as we see supply seemly dwindling and demand increasing.
