i just think ST would prefer to end the conservatorships by doing more than just retaining earnings.
this conversation is getting circular, but right now the government effectively owns most of them
i dont expect that the government wants to consolidate them onto its balance sheet, however, and so the recap and release would need to be structured with them selling enough when they pull the trigger to avoid this consolidation
