frump almost always leased his contracts. I would imagine the nyc package isn't any different. So nyc is paying frump to run those venues up front and it's what's in the contracts whether there's also a vig to frump with all the proceeds as well.
From what is being revealed about frump, I'm sure the contracts were totally in frumps favor.

I believe they would have run into trouble with frump even if covid didn't happen. frump seems to stiff just about everyone in his business sphere.
