How does that make money for GOV

selling a bunch of shares of common they own for pennies ?

GOV - if profit is goal - goes more direct

issue new shares - raise money - pay themselves back

or

issuw WTS - cap # of shares really low (5B) and sell for $20 a share


Why would GOV want to own a trillion penny shares?
