Why go to all the trouble and expense? Just release F&F from conservatorships and both will be well over $100/share in a couple of days. As for the $4 rule, the NYSE and NASDAQ are slobbering at the mouth wanting to get the GSEs listed on their exchanges so the rules for listing/relisting will be thrown out the window.
