Ever wonder why rent control isn't a 5th amendment taking? It's because there is huge bureucracy that would be harmed if they rule against it. Anyway, rent control is just like the conservatorship in that the government benefits economically at the expense of owners in it's secondary purpose : to redistribute wealth and alter outcomes. It's just a convenience that huge bureaucracy and red tape are necessary both for rent control and the cship( the primary purpose)
