It was a, by law requirement, to fill out a form this year for any offerings to take place next year. Putting it at .40 is GOOD for it won't interfere much on a big way upwards. Also, once sfio is in the 40's, the volume would eat up that offering in a day. No dilution also, as no new shares will be issued for that offering. Bullish!
