I doubt he would deny it. His statement on herd immunity was based on not locking down the whole country. Had his policies been implemented, herd immunity would have kicked in we'd be well along in seeing the virus elminated or greatly diminished. The lockdown only extended the virus and presented an obstacle to herd immunity.
