We are a nation of laws and the Supremes ruled back in 1908 or so, that the state and/or local govs could make laws to protect their citizens including requirements for vaccinations -- so fine 'em or lock 'em up

but it is questionable that the feds have such power -- the founders tried to limit the powers of the feds in favor of individual rights

so it goes with federal mandates
