I disagree. It Means a lot more

An Intent to Approve means they intended to approve it until they no longer intended to approve it. No more and no less.



The "Intent to approve" was after a wto year review the science of the project was deemed approved to fall with US environmental standards.

If no public hearing was required than the project would have been fully approved by RI-DEM. True or false?
