One thing is for sure, since their price is so low, and the stock price not even close to their price, they likely got all their shares at once and so there shouldnt be the normal one or two day delays of their going back to the well for more shares (they do that for safety-sake in case there is a price collapse as they sell into the market), they should have all their shares.
