You do understand that patent attorneys will go after the infringers on a contingency if they believe they can win and the company that has supposedly infringed the patent has assets they can attach.

Then there are patent infringement funders that will pay for lawsuit for a percentage of settlement or award - so the excuse that OWCP didn't have the funds to pursue the unnamed infringers is another excuse not a reason.
