Here is your explanation from the SEC themselves:

"If any broker or dealer enters any quotation which is in violation of the rule, the Commission will consider the need for prompt enforcement action."

My guess is that statement alone has the brokers willing to just eliminate any possibility of that happening, obviously Quotation and allowing purchase are two different things but my thoughts are that is the reason.
