In my opinion, George Sharp did all of this as planned. All on purpose knowing everything about OTC Markets, the upcoming deadline/rules and knowledge about the SEC.
He's going to go down in history to be the first OTC CEO ever to bring a dark defunct ticker from Expert Market (grey if that's what you want to call it) to SEC reporting and uplisting through OTC to NASDAQ. Not just one, but 3 tickers with new companies. This is a once in a lifetime happening.
