Here are the facts as far as I know (from the recent PCTL filing)

The number of shares outstanding of the registrant's common stock as of September 23, 2021 was 773,376,229 (no change from the number you posted)


The number of shares outstanding of the registrant's common stock as of June 30, 2021 and December 31, 2020 was 770,126,229 and 722,487,846, respectively.

Most of the increase from January to now is related to settlement of debt/canceling of warrants.

Hardly looks like "dilution day after day" to me.
