That doesn't mean that this critical emergency won't prompt legislation to cover any " non-essential use of water" restricting the use of private water and public water.
Car washes are non-essential.
The shortage of water in the state today is of a much more dire nature than it was in '18.
A state can almost legislate anything if its serious enough.

Few blew the interview and when he brought up car washes I'm sure it raised eyebrows.
He had his chance to elaborate on the Exxon work/progress their doing ( now in its 5th year)... and did not. Exxon, on the other hand was interviewed on CNBC 2 weeks ago , and did mention they're working with a CC leader in the field, naming them,but never mentioning FCEL.
Somethings up. Never a mention, no progress report... nothing for shareholders to have confidence in.
And the market read the whole interview as a bomb.
